The mission of Uniformed Services University of the Health Sciences (USU) is to support the readiness of America’s Warfighter and the health and well-being of the military community by educating and developing uniformed health professionals, scientists, and leaders by conducting cutting-edge, military-relevant research, and by providing operational support to units around the world. USU educational programs are established to maintain the highest standards of health care within the medical, nursing, dentistry, and allied health sciences departments of the Military Health System, the Public Health Service, and other Federal agencies. USU develops and supports academic and training programs designed to ensure maximum utilization of the health science labor force, facilities, and equipment within the Department of Defense and military medical departments worldwide.
The Uniformed Services University of the of the Health Sciences (USU) invites highly qualified applicants to apply for the position of Vice President for Research (VPR), non-tenured. The mission of the VPR is to facilitate, support, and manage the research activities of USU. In this capacity, the VPR will oversee all matters dealing with research and sponsored research programs at USU as well as all external research and sponsored programs conducted through USU. The VPR will also be responsible for all aspects of research administration.
Duties: The incumbent will serve as the Vice President for Research (VPR), responsible for developing, establishing, and directing a coordinated, creative, and progressive program for maximizing research efforts at USU, including facilitating internal processes, maintaining dialogue with administrative leads at USU and higher headquarters, seeking funding opportunities, and establishing institutional research collaborations. VPR aspires to provide a university service that is customer-oriented for the university’s researchers and partners, safety-oriented for all research subjects, and results-oriented for the Department of Defense and all sponsors, funders and users of USU research.
The Vice President for Research is responsible for VPR operations and facilitating the research enterprise to include the development and implementation of policies, regulations, and activities that promote and enhance research within USU Schools and Colleges, the Armed Forces Radiobiology Research Institute (AFRRI), and numerous centers. Responsibilities include, but are not limited to: the development and implementation of policies that promote and enhance research and research administration; assessing potential institutional research funding opportunities and collaborations; overseeing departmental personnel and budget expenditures; management/oversight of university core services (Laboratory Animal Medicine, Biomedical Instrumentation Center, animal behavior cores); and the oversight of the following VPR organizations: the Office of Research Administration (including research integrity assessments, as needed), the Office of Research Initiatives and Compliance (which includes oversight of human and animal research review committees and the human anatomical materials committee), the Office of Technological Research and Innovation (including activities related to technology transfer), and the Tri-Service Nursing Research Program.
The VPR facilitates research and training support for the various components of USU by interfacing with external DoD and collaborating institutions, promoting efforts to secure extramural funding and by fostering an environment in which all forms of scholarly activity are encouraged. Through consultation with other USU leaders, departments, interest groups, and individual faculty the VPR develops research policies for USU and sees that those policies are implemented. The incumbent serves as the interface between the University and the deans of the various schools and colleges of the university, as well as between the university and research funding agencies and collaborators. The incumbent works with the leadership of USU, supporting its schools and colleges, AFFRI, and numerous centers to support research activities relating to all aspects of research within the University, while maintaining open lines of communication with all of the University’s research stakeholders. The incumbent will have oversight of all research conducted at USU.
The VPR is responsible for regulatory compliance and ensures USU policies and procedures are consistent with applicable Federal, DoD, and other regulations and policies relating to research compliance to include those on human subjects.
The incumbent works with research-focused foundations and external DoD and non-DoD partners to identify funding sources for USU investigators. The incumbent assists faculty in finding and establishing research collaborations across other DoD research institutions, other government laboratories, various academic institutions, and industry partners to advance research aimed at improving military health and readiness.
The incumbent represents USU at professional meetings and maintains professional contacts with other DoD and non-DoD government institutions, academia, and industry throughout the country and potentially internationally to identify and promote information exchange. The incumbent develops advantageous working relationships with members of professional organizations, other universities and schools of medicine, nursing, dentistry, and allied health sciences to identify and promote new military relevant research opportunities.
The incumbent assures USU participation in planning and oversight activities of the DoD’s formal medical and healthcare Research and Development (R&D) programs through direct or delegated participation in the activities of the Armed Services Biomedical Research Evaluation and Management Committee, the Strategic Research Plan Committees, the Joint Medical Research and Development Committee (JMRDOG), and other research committees chaired by the Defense Health Agency (DHA). The incumbent assures that USU personnel have access to knowledge of the funding opportunities, priority needs, specific military requirements and expectations of the formal R&D programs, and assures visibility of USU capabilities, expertise and internal research projects to DoD medical R&D program leadership. The incumbent chairs the Research Advisory Committee, and chairs or participates in other internal oversight committees for university centers.
The incumbent will also work closely with the Senior Vice President (Chief Academic Officer/Provost), Office of University Academic Operations (UAO), and have secondary responsibilities in supporting the UAO as an Associate Provost for Research to facilitate the integration of research activities with academic programs University-wide. The incumbent will provide critical contributions to research-related academic matters, such as research curriculum development, graduate research programs, and faculty development in research. Coordinate research policy or oversee particular research initiatives and provides oversight for Centers within USU. Work closely with deans, department chairs, and faculty to integrate research with teaching and learning. Support the UAO in planning on the operational integration of research into academic programs, and provide recommendations to enhance the research capabilities of faculty and students and ensuring that research activities align with academic goals.
The incumbent may serve in an advisory capacity regarding departmental and program space needs for funded projects and advises the Deans on strategic utilization of laboratory space.
The incumbent performs the full range of supervisory and managerial responsibilities and is responsible for complying with equal employment opportunity (EEO) policies, merit principles, and internal control program regulations and requirements. This includes but is not limited to: assuring organization functions are structured for maximum efficiency and economy; planning, directing, assigning, and reviewing work assignments of personnel to ensure compliance with established policies, regulations and objectives; scheduling and approving leave requests; overseeing the development of position descriptions and performance standards pertinent to the VPR; initiating recruitment actions, interviewing candidates, and selecting or recommending selection of candidates for subordinate positions; evaluating and rating performance of VPR staff, as appropriate; approving or recommending promotion, awards, discipline, or reassignments; determining the developmental needs of staff; actively supporting and promoting all aspects of EEO programs consistent with applicable laws and regulations; and demonstrating fair and equitable treatment in making and approving personnel decisions, encouraging and recognizing achievements, and establishing and assuring a positive and productive work environment.
The incumbent may participate in teaching and research activities within USU through an appointment with a department that reflects the VPR’s scientific expertise as authorized, and perform other duties as assigned.
Qualifications Requirements: The incumbent must bring to this position a minimum of an earned doctoral degree (M.D., Ph.D., or equivalent degree) from an accredited university or institution in an academic field related to the scientific or medical field, the health sciences, allied sciences, or public health appropriate to perform the work of the position.
The position requires: extensive experience in research and research administration, with a record of successful extramural funding and/or an excellent record of facilitating grant support for faculty; demonstrated experience in acquiring extramural funding and a substantial body of peer-reviewed scientific publications; demonstrated leadership skills; previous administrative and resource management experience; knowledge of federal research policies and compliance regulations; knowledge of intellectual property guidelines to develop a culture of academic research excellence while building on technology transfer and economic development activities; analytical skill in evaluating and developing organizational policies, programs, and objectives; and exceptional written and oral communications skills to provide presentations in a public forum as well as the ability to develop consensus decisions.
The following experience/knowledge are highly desirable: experience supporting and administering Department of Health and Human Services (DHHS), DoD, and Veterans Administration (VA) funding of biomedical research; and knowledge of military organizations and DoD research funding policies.
The assignment to the administrator position of Vice President for Research (VPR) is without tenure.
The initial appointment as VPR will be for a term of up to five years and may be renewed with no limit on the number of renewals. The assignment as VPR is not a continuous appointment. The incumbent serves at the pleasure of his or her immediate supervisor(s) and may be relieved as the VPR at any time.
The incumbent of this position may hold a faculty appointment in an academic department. The incumbent must be academically qualified for the faculty appointment at the specified academic rank in accordance with USU and the School or College academic policies. The faculty appointment will be in the tenure ineligible track unless the incumbent is currently in the tenure eligible track at USU.
The incumbent is required to complete and file a Public Financial Disclosure Report as well as periodic reports based on financial activity.
The incumbent will be required travel to various sites within and outside the Washington metro area, and potentially internationally on occasion, to perform work and/or training activities as directed.
Nominees for this position shall be required to successfully complete a security background investigation. Failure to meet the background investigation requirements will result in the withdrawal of the position offer or removal from the position.
Relocation expenses i.e., PCS or relocation incentives as described in 5 U.S.C 5733 may be authorized in accordance with applicable travel regulations, command policy and available command funding.
