Responsibilities

MAJOR DUTIES:
1. As the Market Assistant Director for Medical Affairs; Leads the clinical direction for the Market. Keeps abreast of emerging models in health care delivery; identify and define new and innovative strategies to achieve business plan goals and objectives. Participates in senior leadership business and clinical strategy development and implementation. Builds and leverages cross functional collaborative relationships to achieve shared Market clinical and business goals. Promotes collaboration to both internal and external healthcare team members. Develops and implements strategic goals related to the quality improvement, management programs and accreditation standards. Assists with analytics and development of Market business plan execution efforts. Responsible for ongoing implementation and monitoring of the Quality Management Program to assure safe and effective patient care. Identifies opportunities to collaborate and develop clinical integration opportunities within the Market to achieve timely and efficient outcomes. Provides oversight of Accreditation and Credentialing processes of assigned Military Treatment Facilities of the Market. Active engagement in recapture opportunities to include presenting business and clinical recapture initiatives to the Market Board. Serves as the Deputy Market Director as needed.

2. The physician collaborates with the Market Leadership and Market Product Line Leads to ensure synergy of effort and positive teamwork and teambuilding strategies and demonstrates the ability to establish positive professional relationships with those individuals and offices that provide nationally recognized input in the formulation of health care policy regarding patient safety and clinical quality including nationally recognized professional specialty organizations, regulatory agencies, provider organizations, Veterans Health Administration healthcare personnel and advocacy groups. The physician analyzes organizational and operational problems and develops solutions. The physician oversees clinical agreements with external partners. The physician demonstrates strong professional writing and speaking ability and exhibits strong interpersonal and communication skills across multiple stakeholders.

3. As the Market Assistant Director for Medical Affairs, the physician serves as the Chief Medical Officer (CMO) with the overall mission of creating a High Reliability Organization. Plans, organizes and directs analytical studies that target the effectiveness of medical strategies as they apply to the beneficiaries and issues recommendations supported by facts and background information. Deals effectively with senior level personnel both within and outside of the DHA. Accomplishes work initiation, monitoring and completion of a wide variety of assignments related to quality, benefit development, patient safety, behavioral medicine, population health and medical management and integration that includes development of functional requirements and acquisition planning in support of the above.

4. The physician ensures that clinical programs accurately implement statutory and management objectives to enhance the integration of evidence-based medicine with effective patient partnerships so that the medical benefit is sustained and that cost containment is achieved. He/she provides broad program policy options and policy research that assure clarity of policy direction. Assesses policy options for program maintenance and development. Assures that active duty members and beneficiaries receive quality prevention and intervention with health issues throughout their lifespan. The physician serves as a role model in upholding patient privacy and HIPAA laws and policies. Performs extensive negotiation and collaboration with the Services and DHA governance bodies.

Qualifications

Basic Requirements:

US Citizenship required

Board Certified/Eligible

Doctor of Medicine or Doctor of Osteopathy from a school in the United States or Canada approved by a recognized accrediting body in the year of the applicants graduation. [A Doctor of Medicine or equivalent degree from a foreign medical school that provided education and medical knowledge substantially equivalent to accredited schools in the United States may be demonstrated by permanent certification by the Educational Commission for Foreign Medical Graduates (ECFMG) (or a fifth pathway certificate for Americans who completed premedical education in the United States and graduate education in a foreign country).

Candidates must have a permanent, full, and unrestricted license to practice medicine in a State, District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States.
