With approximately 40,000 admissions per year and 6,000 average daily population, the NYC jail system is among the largest in the nation. The Division of Correctional Health Services (CHS) of the New York City Health + Hospitals (H+H) is responsible for the delivery of medical care, mental health care and discharge planning in the jail system. CHS is a national leader in the delivery of healthcare to the criminal-justice involved population and strives toward the highest standards of care, with the goal of meeting or exceeding what is available in the community. From the comprehensive history and physical at the point of admission, to robust screening efforts (HIV, hepatitis C, sexually transmitted infections,and tuberculosis) to the management of chronic disease, CHS views incarceration as a crucial point in time to provide care to an underserved population often  not engaged in care in the community. In this way, CHS medical seeks to both provide the highest level of care to our patients  and to improve the population health of the communities to which they return. CHS is committed to continuously improving the delivery of care within the security setting, using the system-wide Electronic Health Record as a tool to promote patient safety and population health. CHS has contributed to the literature on medical care in the jail as well as public health concerns related to incarceration and seeks to build on a reputation as a national leader. Integrated into the larger NYC H+H care delivery network allows CHS to bring the resources and expertise of the larger institution to bear on a patient population with high rates of chronic illness. CHS seeks to promote an academic practice environment with ample opportunities for continuous education, clear pathways for career growth and engagement of front line staff in the ongoing process of improving clinical care.

Purpose of Position:

Under direction of the Chief of Service, Medicine, exercises wide latitude of independent judgment and initiative in supervision of overall administration and management of the Medicine Department. Serves as Deputy to the Executive Director and assumes full responsibility and authority in areas delegated. May direct a group of services across multiple jail facilities.


Examples of Typical Tasks:

1. Serves as Chief of Service, Medicine in the latter’s absence.

2. Participates in the planning, development and promulgation of programs, policies and procedures, and evaluative and monitoring techniques designed to implement the policies and achieve the goals established by CHS and HHC leadership.

3. Responsible for the provision of overall medical and dental care delivery for assigned facilities.

4. Supervises the implementation of CHS programs and policies concerning health care facility operations and assists in coordinating activities between facility staff and corporate officers and Department of Correction Partners.

5. Supervises clinical services rendered by Site Medical Directors, Physicians and Physician Assistants in

designated facilities.

6. May direct a compliance program for the health care facility in meeting standards established by inspecting and accreditation agencies involving delivery of health care services.

7. Makes frequent site visits to each covered facility.

8. Supports the Site Medical Director in maintaining physician or mid-level coverage at all times.

9. Serves as a clinical education leader for Site Medical Directors and front line clinical staff in designated facilities.

10. Participates in the selection and appointment process of department heads and establishment of organizational structures. Participates in the establishment of formal systems of financial procedures, qualifications for employment and retention of competent personnel, employee health programs and general administrative support services.

11. Assists in the development and monitoring activities of the annual budget including staffing ratios.

12. Assists with formulation and implementation of clinical policies and workflows consistent with current evidence-based clinical practice.

13. Represents the Medicine Service in Quality Improvement efforts in conjunction with Site Medical

Directors and front line clinical staff.

14. Recommends construction and alteration programs, including acquisition and replacement of facility equipment.

15. Leads site medical directors in clinical performance evaluation. Reviews clinical staff performance and, where necessary, assists Site Medical Directors with progressive discipline.

16. Schedules and conducts and/or participates in regular interdepartmental and departmental meetings. May designate departmental representatives for medical staff and multi-disciplinary committees to facilitate effective communication lines within the healthcare system.

17. Assists the Chief of Service, Medicine in maintaining cooperative relationships with community,

Professional groups, external agencies and regulatory bodies.

18. Assists in conducting contract negotiations with affiliates, labor unions and related groups.

19. Provides direct clinical care to the extent necessary to understand clinical workflows, implications of policy and application of community standards to the security setting, as well as in exigent circumstances.


Departmental Qualifications:

1. A Medical Degree from an accredited college or university and,

2. Board Certification in Internal Medicine, Family Medicine or other relevant specialty and,

3. A satisfactory equivalent combination of education, experience and training; and,

4. Unrestricted license to practice medicine in the State of New York, as well as current DEA, BCLS and ACLS certification, and Infection Control Certification.


Preferred qualifications include:

1. Other advanced training including but not limited to subspecialty board certification (e.g. infectious disease, MPH, training in health care administration) or other significant professional experience related to practice management and/or population health and

2. Extensive working knowledge of hospital administration, medical procedures, laws and regulations pertaining to hospital operations with special reference to accreditation procedures preferred

3. Strong organizational and data management skills including familiarity with electronic health records and data analysis.


1. A Masters Degree with a specialization in Hospital Administration, Health Care Administration, Administrative Medicine or in Public Health when conferred for a program in Hospital Administration from an accredited college or university; and,

2. Six years of high-level responsible experience in Hospital Administration, Business Administration, Public Administration or an equivalent field, or as an Assistant to a Hospital Administrator in a position of direct responsibility for operations of a major part or all of a hospital, including substantial exposure in meeting community health needs; or,

3. An equivalent combination of training, education and experience in related fields and educational disciplines; and,

4. Thorough knowledge of the fundamentals of hospital organization, administration and standards, regulations and laws applicable to hospital operations, knowledge of business and human resources administration principles, management functions, management processes and functions of hospital departments, and ability to direct and supervise personnel.
