Physician Family Medicine/Primary Care (FP/PC) physician with emphasis in Sports Medicine - Navy Medicine Readiness and Training Command (NMRTC) San Diego

Downtown San Diego is located on San Diego Bay. Balboa Park encompasses several mesas and canyons to the northeast, surrounded by older, dense urban communities including Hillcrest and North Park . To the east and southeast lie City Heights , the College Area , and Southeast San Diego . To the north lies Mission Valley and Interstate 8 . The communities north of the valley and freeway, and south of Marine Corps Air Station Miramar , include Clairemont , Kearny Mesa , Tierrasanta , and Navajo . Stretching north from Miramar are the northern suburbs of Mira Mesa , Scripps Ranch , Rancho Peñasquitos , and Rancho Bernardo . The far northeast portion of the city encompasses Lake Hodges and the San Pasqual Valley , which holds an agricultural preserve. Carmel Valley and Del Mar Heights occupy the northwest corner of the city. To their south are Torrey Pines State Reserve and the business center of the Golden Triangle . Further south are the beach and coastal communities of La Jolla , Pacific Beach , Mission Beach , and Ocean Beach . Point Loma occupies the peninsula across San Diego Bay from downtown. The communities of South San Diego (an Exclave ), such as San Ysidro and Otay Mesa , are located next to the Mexico-United States border , and are physically separated from the rest of the city by the cities of National City and Chula Vista . A narrow strip of land at the bottom of San Diego Bay connects these southern neighborhoods with the rest of the city.

San Diego area has been variously categorized as having either a semi-arid climate or a Mediterranean climate . San Diego's climate is characterized by warm, dry summers and mild winters, with most of the annual precipitation falling between December and March. Responsibilities

Physician (Family Medicine) with emphasis in Sports Medicine

-This position is that of a staff primary care physician. T he incumbent is responsible for a full range of independent primary care practice i ncluding the evaluation, and treatment of beneficiaries within the scope of their clinical privileges granted by the Commanding Officer using gove rn ment furnished facilities, supplies, and equipment. The position reports to the Director of the Branch Clinic where he/she is assigned.

-The physician will be Board Certified in an appropriate clinical specialty (family practice, internal medicine pediatric occupation medicine, emergency medicine) and have demonstrated experience in ambulatory clinical practice. Ambulatory care responsibilities are to document patient history and physical examination, orders and interprets appropriate diagnostic studies, prescribes medications, performs appropriate patient education, and documents the above activities in our electronic medical record. Maintains health records in accordance with established policy and prepares reports/clinical summaries in compliance with Privacy Act and HIPPA. Promotes preventive and health maintenance care, including regular physicals, stresses positive health behaviors and self-care through education and counseling, and refers patients to other specialty or sub-specialty clinics, when necessary.

-Participates in clinic Quality Assessment (QA), Performance Improvement (PI), Peer Review programs, and completes Performance Appraisal Reports (PAR), Focused Professional Practice Evaluation (FPPE), and ongoing Professional Practice Evaluations (OPPE) as directed by their Department Head and the DBC Medical Director. Demonstrates awareness and sensitivity to patient and family member's rights as defined by NMCSD. Demonstrates awareness of legal issues in all aspects of patient care. Complies with all standards of the joint Commission on the Accreditation of Health Care Organizations.

-Uses a family-centered care approach to the planning, delivery, and evaluation of healthcare creating a mutually beneficial partnership between the healthcare team, patients and their families

-Serves as the Senior Medical Officer (SMC) within the clinic as needed. As SMO, provides clinical practice oversight by reviewing medical care and clinically related processes and policies and ensures conformity with directives and community standards. Ensures total provider FTE availability is adequate to meet access standards. Additionally, the SMO orients, coordinates, counsels, and evaluates all clinic providers (including IDCs, trainees, reservists, and visiting clinicians).

-Authorized to approve non-formulary drug requests for cooperative care.

-Provides Input on Command Inquiries, patient contract concerns, etc.

-Participants in education and training programs required by NMCSD. Will have a teaching responsibility for students from a variety of medical training programs including, but not limited to medical students, Interns and residents assigned to them for training in their specialty, Physician Assistant students, Nurse Practitioner students, and Independent Duty Corpsman students.

Board certified Family Medicine/Primary Care (FP/PC) physician with emphasis in Sports Medicine
  1. Provides support in an outpatient SMART Clinic by providing a wide range of medical duties covering non-operative Orthopedics Care and Sports Medicine . Examines, evaluates and treats patients; orders and evaluates the full range of radiology and laboratory tests, makes diagnosis and prescribes appropriate treatment to include drugs, inoculations, nursing, and dietary care. Refers to other appropriate specialty clinics only when required for evaluation and/or treatment. Provides prescription renewal and telephone consultative services. Periodically provides episodic care to acute and chronic patients. Evaluates and treats patients with multiple complicated problems who were screened and referred by the Emergency Room for follow-up. Applies for and maintains a range of supplemental Sports Medicine privileges and procedures, including but not limited to prescription of Physical Therapy modalities and protocols; local infiltration of steroids and local anesthetic mixtures into joints, bursae, trigger points, tendon sheaths, or perineural tissues; arthrocentesis; management of simples closed fractures, including local hematoma anesthetic blocks; prescription of orthotics, prosthetics and adaptive equipment; compartment testing and treatment for exertional compartment syndrome, ultrasound evaluation and ultrasound guided injections, extra-corporeal shock wave therapy, percutaneous needle tenotomy, radio-frequency nerve ablation, and initial evaluation of radiographic studies. Responsible for the care that the Certified Athletic Trainers (ATs) provide under the plan of care that was outlined under direct or indirect supervision and will be responsible for co-signing AT notes as appropriate.


  1. Serves as adjunct faculty for the Graduate Medical Education Programs at NMRTC San Diego including FM residents, medical students, Physician Assistant (PA), and Independent Duty Corpsman students. Required to supervise, teach, and provide consultation to other health care providers (Nurse Practitioners, PA, medical students, interns and residents). Serves as a leader of a health care team comprised of other physicians, non-physician providers, and ancillary staff. Provides medical consultative services and chart review for quality assurance purposes. Provides supervision, training and guidance on how to develop and conduct medical research. Mentors and teaches medical residents and staff on how to prepare research presentations for publication and/or presentation at medical conferences/forums. Prepares and gives lectures and on-the-job instruction to the clinic personnel on Sports Medicine diagnosis and treatment. Provides patient and staff education as required. May be asked to give medical lectures to primary clinic staff, its branch clinics, or local area commands for medical students, residents, and other trainees (including but not limited to IDCs, PAs, GMOs, etc.). Participates in education and training programs required by the parent command.
  2. Provides input on the ordering and purchasing of materials and equipment needed for Sports Medicine patient care. Coordinates with other medical services and clinics. Provides input on the development of position descriptions and active-duty billets and participates in hiring to expand clinic personnel when necessary. Reads, understands, and complies with all applicable departmental and clinic procedure and safety regulations to include but not limited to the department's standard operating procedure (SOP), fire emergencies, disaster plan, MSDS, cardiac arrest, etc. Responsible for ensuring that this information is reviewed and accurate at least once per year. Completes required staff training in a timely manner according to the command's training guidelines. Carry out all patient -related administrative duties associated with the profession of Sports Medicine, to include Limited Duty (LIMDU) placement, Medical Evaluation Boards (MEB) and Physical Evaluation Boards (PEB). Provide direct and indirect supervision of ATs. Participates in all applicable Department and Division Quality Management programs. Utilizes principles of Continuous Process Improvement and team building in interactions with all staff members. Attends and participates in staff meetings. May plan and develop research programs and participate in conducting research (as available).


Qualifications

-US Citizenship required

-This position requires a degree in Medicine or Osteopathy from an American Medical Association or the American Osteopathic Medical Association accredited university;

-Valid, current unrestricted state medical licensure from any of the 50 states, the District of Columbia, or the Commonwealth of Puerto Rico, Guam or a territory of the United States;

-Must be able to maintain Board Certification and a valid current unrestricted state medical

Licensure

-Current Basic Life Support (BLS) certification

-Must have a Doctor of Medicine or Doctor of Osteopathy degree from an American Medical Association/American Osteopathy Association accredited institution. Must have a current, unrestricted license to practice medicine in a state or territory of the United States or the District of Columbia. Board certification in an appropriate specialty is required, along with a Certificate of Added Qualifications in Sports Medicine (CAQSM).

- The SMP is expected to maintain certification and full privileges in Sports Medicine.
