Responsibilities

MAJOR DUTIES

1. As the Department Chief, Department of Primary Care, responsible for planning, directing, and supervising all aspects and activities of the clinics to include: diagnosis, care, treatment, and proper medical disposition of patients; conduct of professional and other training activities; evaluation of medical care as prescribed by AR 40-3; preparation and completeness of all medical records; review and analysis of work methods and operational procedures within the Department of Primary Care (DOPC). Makes recommendations to change policies, procedures and programs needed for the efficient operation of the entire clinic as deemed necessary, through the Deputy Commander for Clinical Services to the MEDDAC-MAHC Commander. Sets long term and short term goals for the Department of Primary Care, planning for changes to programs and determining staffing needs. Provides administrative and technical supervision of all physicians, nurse practitioners, physician assistants, nurses, patient care specialists, receptionists and other department personnel. Plans, directs and supervises all aspects and activities of the clinic and its personnel. Rates subordinate physicians/providers as determined by the MEDDAC rating scheme. Give advice and counsel to employees on work and administrative matters. Interviews candidates for positions in the unit; recommends appointment, promotion or reassignments. Resolves complaints from employees. Takes disciplinary measures, as necessary. Identifies developmental and training needs of employees; directs the DOPCs continuing education program. Establishes the distribution and utilization of offices, examination rooms, and common areas within the Department. Establishes sick call, walk-in, and appointment systems within the Department to maximize the delivery of high-quality health care, ensures efficient utilization of space and personnel within the Department, and ensures the department is integrated into the overall operation of MEDDAC-MAHC Primary Care Medical Homes and Soldier Centered Medical Homes. Organizes a monthly departmental meeting for all service chiefs within the Department. Reviews, recommends and evaluates the credentials for each physician within the department. Makes recommendations to the Credentials Committee on the renewal of department physicians' clinical privileges and on their performance.

2. As Chief, is held directly responsible by the Deputy Commander for Clinical Services and the Medical Center Commander for ensuring all aspects of the Department meet all the criteria and standards for accreditation as set forth by the Joint Commission, MEDCOM, the Surgeon General and DHA. Responsible for utilization management of the Department Participates on required boards, councils and committees as outlined in MEDDAC regulations. Ensures monthly QA reviews are performed in each service within the Department on a monthly basis using the guidelines of indicator monitors previously established with QA. Works closely with QA to periodically evaluate the indicator monitors used in each service and makes recommendations to change the guidelines as needed to upgrade the program.

3. Provides a broad range of medical diagnosis, treatment, counseling, services and referrals to specialty clinics. Provides supervision and consultative advice for professional and administrative matters for all patients in the prime care system. Provides the full spectrum of adult primary care including internal medicine and adult geriatric medicine. Participates as a provider in Soldier Readiness Program (SRP) events as required. Participates in the call schedule as required.

4. Serves as the organization's tele-health Physician Champion ensuring maximum utilization across MEDDAC-MAHC in order to improve beneficiary access to care and decrease costs. Ensures proper coding of encounters and develops SOPs as needed. Provides primary care for military beneficiaries through virtual health technology. Serves as a provider who is highly skilled in the management of a patient's primary care needs via tele-health technology. Utilizes clinical video tele-health modality to deliver primary care services to patients; primary care evaluation and management of medical conditions. Performs Periodic Health Assessments for Soldiers. Leveraging state of the art technology, performs clinical exams with the assistance of a tele-health nurse at the receiving clinic. Tasks can be performed via telework.

Qualifications

Basic Requirements:

US Citizenship required

Board Certified/Eligible

Doctor of Medicine or Doctor of Osteopathy from a school in the United States or Canada approved by a recognized accrediting body in the year of the applicants graduation. [A Doctor of Medicine or equivalent degree from a foreign medical school that provided education and medical knowledge substantially equivalent to accredited schools in the United States may be demonstrated by permanent certification by the Educational Commission for Foreign Medical Graduates (ECFMG) (or a fifth pathway certificate for Americans who completed premedical education in the United States and graduate education in a foreign country).

Candidates must have a permanent, full, and unrestricted license to practice medicine in a State, District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States.
