BASIC FUNCTION:

Under direction, provides psychiatric diagnostic and therapeutic services; advises on the prevention, research, and medical aspects of other mental health program activities and does other work as required.

ESSENTIAL FUNCTIONS:

Conducts comprehensive psychiatric assessments/evaluation and mental status examination (MSE’s) of patients, provides diagnoses according to the Diagnostic and Statistical Manual or Mental Disorders (DSM) approved by the American Psychiatric Association (APA).

Obtains and reviews data, including laboratory and other diagnostic procedures or consultations pertinent to the evaluation and treatment of patients.

Available to see patients who are scheduled or unscheduled during the course of each work day at assigned clinic.

Provides detailed written reports of assessments/evaluations, MSE’s, diagnosis and summaries of treatment provided, and completes documentation as required according to documentation standards.

Develops and implements individualized mental health and substance use treatment planning for assigned patients.

Provides competent psychotropic medication services to include mental health, substance use and other psychiatric treatments of a frequency and duration to meet the needs of assigned patients.

Prepares or assists in the preparation of legal and other court-related documents, written reports, and provides court testimony as necessary; prepares forms or other documents for other service agencies as necessary.

Provides and seeks psychiatric consultation to and from medical and other professional personnel; collaborates with partner agencies regarding coordination of care.

Participates in monthly Medication Monitoring chart reviews, monthly Doctors Meeting, and weekly case conferences, and other meetings as assigned.

Communicates the mental health program objectives to community groups and organizations.

Participates in, or conducts, seminars in psychiatry for other physicians and allied medical staff.

Assists in preparing and conducting educational training for physicians and other clinical staff.

Attends conferences and professional meetings; may speak before professional and civic groups.

Assists in the formulation of general policies, short and long-range planning.

Evaluates patients to determine if probable cause exists to place on and withdraw a 72 hour hold treatment and evaluation per Welfare and Institutions Code 5150.

Performs, assists, or reviews conservatorship investigation, and make annual evaluations of conservatees for reappointment of conservatorship pursuant to the provisions of the Welfare and Institutions Code.

Directs patient care and ensures that medical professionals and mental health para-professionals follow the requirements in accordance with the standards set forth by law or ordinance or established by the rules
and regulations of any federal, state or local agency

Provides telepsychiatry services to other program sites if needed.

Performs related duties as assigned.

KNOWLEDGE AND ABILITIES:

KNOWLEDGE OF:

  • General medicine and psychiatry and the causes, prevention, diagnosis, and treatment of mental illness and substance abuse
  • Modern techniques and procedures of clinical psychiatry
  • Laws, rules, regulations, policies, and standards related to medical services
  • Legislation pertaining to community mental health programs.
  • Community needs and resources in the field of mental health
  • Reporting requirements for child abuse and elder abuse.
  • Record-keeping techniques.
  • Correct English usage and grammar, spelling, punctuation and vocabulary.
  • Oral and written communication skills.
  • Interpersonal skills using tact, patience, and courtesy.

ABILITY TO:

  • Provide effective psychiatric services for chronic and acute mental health clients.
  • Assure compliance with State regulations and established County policies and procedures.
  • Identify problems and evaluate alternatives.
  • Make accurate diagnoses
  • Establish and maintain effective relationships with patients, other professionals in the field, interested organizations, and the general public
  • Present information, recommendations, treatment plans, and supporting documentation clearly and concisely
  • Add, subtract, multiply and divide, including knowledge of the metric system
  • Initiate and maintain medical reports and records
  • Read and understand reports and publications of a medical nature
  • Plan, organize, schedule, and prioritize assignments for completion in a timely manner
  • Train and supervise staff
  • Work independently with little direction.
  • Communicate effectively both orally and in writing.
  • Work confidentially with discretion.

EDUCATION AND EXPERIENCE:
Sufficient education and experience to become licensed as a practicing psychiatrist in the State of California.

LICENSES AND OTHER REQUIREMENTS:
Possession of a valid State of California License as a physician and surgeon and evidence of completion of an approved residency program in psychiatry; possession of a valid Drug Enforcement Administration  Registration Certificate. valid Drug Enforcement Administration Registration Certificate.

Valid California Driver’s License.

WORKING CONDITIONS:
ENVIRONMENT: Office and clinic environment; subject to driving a vehicle to conduct work
