Customized Assistance Services (CAS) helps Human Resources Administration (HRA) clients with health and/or mental health conditions reach their highest attainable level of functioning and self-sufficiency by providing comprehensive, integrated, individualized clinical and support services. CAS works with other components of HRA and with other governmental and non-governmental services providers to create new programs and to integrate and refine existing services so the people it serves can achieve their maximum functional capacity. CAS provides clinical expertise, recommendations, and direction to HRA in the fields of health, mental health, substance use and vocational rehabilitation. CAS staff provides psychiatric evaluation and crisis intervention services, housing eligibility services and assistance in obtaining federal disability benefits. CAS manages contracts that serve individuals and families with medical, mental health, and/or substance use disorders. CAS programs also provide clinically focused case management and utilize sophisticated clinical tracking and reporting systems.

The Customized Assistance Services (CAS), is recruiting for one (1) Agency Medical Director, M-IV to function as the Medical Director in CAS’ Office of Health and Mental Health Services Division, who will:

Under the direction of the HRA Deputy Commissioner for Customized Assistance Services (CAS) with latitude for the exercise of independent clinical judgment and decision making, the Medical Director is responsible for the clinical operations of Customized Assistance Services (CAS) and health programs and/or initiatives at the Human Resources Administration (HRA), and will:

  • Oversee the operations of the Visiting Psychiatric Services (VPS) including providing clinical supervision to psychiatrists and other mental health professionals in the Visiting Psychiatric Services (VPS) unit.
  • Review VPS clinical documents to ensure compliance with policies and procedures and quality of clinical services.
  • Oversee the operations of the Opioid Overdose Prevention Program (OOPP) including providing supervision to staff, overseeing training, procurement, distribution, and usage of Naloxone and reporting to NYC and NYS entities.
  • Supervise the management of psychiatric emergencies, including those under Section

9:37and 9.58 of N.Y.S. Mental Hygiene Law.

  • Testify in court hearings for capacity determinations when needed based on evaluations conducted by ex-VPS staff.
  • Provide clinical consultation and appeal reviews to other CAS units as needed including Office of Rehabilitation Services (ORS) and Placement Assessment and Client Tracking (PACT) units.
  • Oversee clinical operations of the Medical Consultation Unit and conduct psychiatric and/or medical reviews for Medicaid Aid to the Disabled determinations when needed.

Minimum Qualifications Requirements
  1. Possession of a valid license to practice medicine in the State of New York plus valid Board Certification issued by the appropriate American Specialty Board in an approved medical specialty; and four years of medical practice including one year of experience in an administrative or supervisory capacity; or
  • A combination of education and/or experience equivalent to that listed in "1" However, all candidates must have a valid license to practice medicine in the State of New York, and one year of medical practice in an administrative or supervisory capacity
  • Preferred Skills
    • Experience/expertise in public health and mental health programs and capacity, disability, and reasonable accommodation assessments.
    • Three years of supervisory experience of clinical staff such as physicians, nurse practitioners, and social workers

    Salary Range: $80,931 - $208,826 (Annual)
