CHIEF, HEALTH FACILITIES INSPECTION DIVISION
Plans, organizes, and directs the operations of the Health Facilities Inspection Division to protect patient safety and ensure quality of care for patients and residents of health care facilities in Los Angeles County. The Division provides oversight of compliance with federal and State licensing and certification requirements and investigates complaints and facility-reported incidents for hospitals, skilled nursing facilities, community clinics, dialysis clinics, intermediate care facilities for people with developmental disabilities, and other types of health care facilities.
The one position allocable to this class is responsible for the overall operation of the Department of Public Health's Health Facilities Inspection Division. This Division administers a contract between Los Angeles County and the State of California to survey and evaluate all hospitals, skilled nursing facilities, community clinics, dialysis clinics, intermediate care facilities for people with developmental disabilities, and other types of health care facilities in Los Angeles County for conformity with and enforcement of State licensing and federal certification requirements.
ESSENTIAL JOB FUNCTIONS:
Plans, organizes, assigns, directs, and evaluates the work of the Division in evaluating, inspecting, and providing consultative services to hospitals, skilled nursing facilities, and related health care facilities to enforce federal and State regulations and standards relating to patient care, physician, nursing and dietetic services, facilities and equipment, ethical practices, administration, qualifications of staff and management, maintenance of medical and other records, physical environment, and infection control.
Gives final interpretation to the application of laws, policies, and regulations and recommends changes in Division policies and procedures to the Department of Public Health; and directs the implementation of approved changes, ensuring their uniform application throughout the Division.
Evaluates and recommends to the State approval or disapproval on licensing and certification applications and renewals.
Recommends enforcement proceedings against violators in accordance with established standards and policies and recommends license revocation or Medicare and Medi-Cal decertification to the California Department of Public Health and the federal Centers for Medicare and Medicaid Services as specified in the contract.
Analyzes and makes recommendations regarding proposed legislation, testifies at government hearings, and represents the Department on committees and at meetings.
Works for the development of improved regulations and conditions relating to patient care in cooperation with other State, County, and local agencies and with voluntary medical, hospital, and professional health organizations.
Recommends and justifies measures to meet present and future personnel, space, and material requirements and directs the preparation of the Division budget to reflect these requirements.
Negotiates terms of contracts with the California Department of Public Health for funding of the Division and delineating the Division's responsibilities in securing compliance with State and Federal laws and regulations pertaining to the licensing and certification of hospitals, facilities providing skilled nursing care and other types of health care facilities.
Provides presentations at medical care facilities, educational institutions, public agencies, voluntary and service groups, and departmental health centers on various subjects relating to health care delivery systems.
Six years' senior administrative*, supervisory** or consultative*** experience in operations or surveillance of health care facilities such as hospitals, skilled nursing homes, intermediate care facilities, hospices, and clinics for compliance with State, federal and local regulations.
A license to practice as a Registered Nurse issued by the California Board of Registered Nursing, without limitations or restrictions.****
A valid California Class C Driver License or the ability to utilize an alternative method of transportation when needed to carry out job-related essential functions.
SPECIAL REQUIREMENT INFORMATION:
*Senior administrative experience is defined as experience at the senior level of independent responsibility for assignments of average difficulty analyzing and making recommendations for the solution of problems of organization, budget, personnel, information services, programs, facilities planning, materials management, and general management.
**Supervisory experience is defined as having full responsibility including planning, assigning, scheduling, hiring, rating performance, disciplining, and counseling employees.
***Consultative experience is defined as one who, as an expert in a specialized field, expresses views, provides opinions, and recommends courses of action to be taken in problems presented by others for resolution. Persons who provide such advisory or consultative services do not regularly perform or supervise the performance of the day-to-day work in the specialized field.

Credit will be given to applicants who possess the following desirable qualifications:
- A current certification as a Registered Environmental Health Specialist issued by the California Department of Public Health.****
- Additional points will be awarded for additional experience beyond the Requirements.
- A license to practice as a physician issued by the California Medical Board without limitations or restrictions.****
Once we have determined that you meet our experience and license requirements, the examination process will consist of an evaluation of experience and training based upon application information, desirable qualifications and supplemental questionnaire information submitted at the time of filing weighted 100%.
Applicants must meet the Selection Requirements and must achieve a passing score of 70% or higher on the examination (evaluation of experience and training) to be added on the Eligible Register (hiring list).
Passing this examination and being added on the Eligible Register (hiring list) does not guarantee an offer of employment.
The names of candidates receiving a passing score in the examination (evaluation of experience and training) will be added to the Eligible Register (hiring list) in the order of their score group for a period of twelve (12) months following the date of eligibility.
NO PERSON MAY COMPETE IN THIS EXAMINATION MORE THAN ONCE EVERY TWELVE (12) MONTHS.
