Associate Vice-President for Clinical Affairs and Chief Medical officer (AVP/CMO)
Northeast Ohio Medical University (NEOMED) is a public institution of higher education focused in the health science fields. NEOMED is currently composed of three colleges, a college of medicine, a college of pharmacy, and a college of graduate studies. Our mission has historically focused on education, research and community service. In 2020, we strategically expanded our mission to include the delivery of health care and wellness services to the community that we serve. We recently opened a nine patient-room health care clinic in our newly constructed medical office building. As we look forward to creating a benchmark clinical care program and opportunities for expansion and growth, we are seeking to recruit a highly qualified candidate to join our team as the Associate Vice-President for Clinical Affairs and Chief Medical officer (AVP/CMO) for NEOMED Clinical Initiatives. The new AVP/CMO will be responsible for all clinical and associated business operations and report directly to the University President and the Vice President for Clinical Affairs.
He/she will partner with the senior leadership team to implement strategies across the new clinical enterprise, including policies, procedures and plans to meet NEOMED’s short- and long-term goals and objectives. He/she must adapt to a continually evolving environment, manage and develop efficient business operations and thrive in an autonomous and high-pressure workplace. He/she must be a dynamic and innovative leader and manager with vision and initiative to transform health care delivery in a patient-focused, holistic and integrated care model that will establish a new and contemporary model in care delivery. He/she will be responsible for operationalizing effective strategies for care delivery and future expansion, managing health care providers and staff, and leveraging new opportunities while mitigating risk. He/she must be able to work with clinical partners, health care systems, and undergraduate (UME)/graduate (residency) health care trainees to build and enhance collaborative relationships.

Principal Functional Responsibilities
• Balance duties as a clinically active and productive physician provider with that of a patient care practice administrator/manager
• Assume responsibility for all clinical service and business operations – including developing and managing budgets with accountability for financial results and fiscal sustainability
• Collaborate with the executive team to initiate procedures and programs to benefit patients and promote Lean principles and practices
• Ensure that patients receive the highest standard of medical care
• Work with the leadership team to develop mission aligned and sustainable strategies for University and clinic growth and diversification initiatives.
• Assume responsibility for recruiting, mentoring training, motivating, and supervising the physicians and staff
• Create benchmarks for key performance indicators
• Monitor clinical performance metrics and outcomes using CQI principles
• Institute an integrated primary health care and mental/behavioral care framework for clinical services
• Ensure that all healthcare regulations and safety standards are met
• Serve as a liaison to our management service organization partner and ensure service excellence
• Provide oversight of clinical privileging and performance quality of providers
• Collaborate with college deans to provide access and quality training opportunities for students in patient care settings
• Provide clinical or classroom education to students, as time permits
• Identify and engage in opportunities for research and scholarship in population health and social determinants of health relative to patient care data collection and analytics.
• Work with health system partners to create an integrated subspecialty and diagnostics referral network to benefit patients
The AVP/CMO will be a clinically experienced Board-Certified Physician with a minimum of 5 to 10 years of experience providing health care leadership and supervision to teams of medical staff, ideally in a community-based outpatient environment with more than one clinical services site. He/she must have experience developing and implementing standards of care, medical protocols, quality assurance standards, metrics/outcomes, and monitoring. He/she must also have experience implementing new clinic operating processes and systems aimed at improving efficiency and have strong knowledge of and experience with HER, telehealth and related automated systems. The AVP/CMO must be committed to furthering the mission and vision of NEOMED.
Key Skills, Personal Characteristics, and Key Competencies
• Medical degree
• Board certified physician (Residency in internal medicine, family medicine, Med/Peds or emergency medicine, preferred)
• Master of Health Administration (MHA), Master of Business Administration (MBA) or MPH with focus on health care administration preferred
• Lean/Six-Sigma certification preferred
• ACHE Fellow status preferred
• Valid medical license
• 10+ years clinical patient care experience
• 5+ years experience in a management/leadership role.
• Clinical risk management experience
• Strong organizational and team management skills
• Excellent written and verbal communication skills
• Exceptional interpersonal skills and emotional intelligence
• Working knowledge of contemporary medical, scientific and treatment methods
• Working knowledge of contemporary medical, educational and psychosocial intervention procedures
• Experience implementing new medical programs and overseeing program audits
• Proven managerial and administrative skills/expertise necessary for a startup enterprise
• Creative skills, abilities, and judgment in medical, managerial and administrative problem solving
• Experience implementing and managing practice management and electronic health software
