This position is located within the Healthcare Operations Directorate, Clinical Support Division, Integrated System Support Branch, Evidence Based Care Section, Patient Safety & High Reliability Organization Initiatives Office.

MAJOR DUTIES: 1. Serves in a collaborative capacity as a Senior Physician Consultant in the Healthcare Risk Management Program. The physician serves as a subject matter expert in the field of healthcare risk management (HRM) and is familiar with the best practices of high reliability healthcare organizations nationwide. Serves to interface diplomatically with DHA and Service working groups to plan strategic initiatives to improve care throughout the MHS. The physician interfaces with healthcare risk management staff at DHA Headquarters, Markets and MTFs, and from the Services, to continuously support and improve healthcare risk management activities provided world-wide in both the direct and operational readiness care sectors. The physician must have specialty experience in the areas of clinical quality management and healthcare risk management as they relate to military and civilian health care delivery systems. Drafts policy statements and prepares formal presentations for a wide variety of professional audiences. The physician serves as a principal advisor on all matters and issues pertaining to the development, implementation, and evaluation of global healthcare risk management programs and activities as defined in the Code of Federal Regulations, and Defense Instructions and Directives. The physician also provides expert advice to the national beneficiary and provider groups and military treatment facilities regarding the development, interpretation and application of DHA policies, procedures, directives and instructions. As the Healthcare Risk Management Physician Consultant, serves as an expert advisor to all HRM Program staff, Market and MTF healthcare risk managers and serves as a mentor to emerging physician leaders in HRM across the MHS. This physician serves as a liaison with major federal, state, and private agencies, professional associations and societies, prominent professional health care experts, as well as senior representatives from the uniformed military Services and DHA components. Liaison activities frequently involve direct communications with MTF CMO/Chief of the Medical Staff regarding credentialing, privileging and healthcare risk management activities. Serves on national committees to develop, evaluate and coordinate program and policy changes and initiatives to improve quality performance and patient safety through HRM activities.

2. Conducts extensive coordination efforts with other DoD and Federal agencies in order to implement current and new HRM Program initiatives as well as to assure compliance with current policy and issuances related to HRM activities. Due to the high level on which these programs are developed and operated, the physician must be capable of exercising sound judgment and diplomacy in a dynamic and highly political environment. All the physician s activities cut across broad organizational lines in the MHS, including branches of the Uniformed Services, the Uniformed Services University of the Health Sciences, the Agency for Health Research and Quality, the Veterans Administration Healthcare System, Indian Healthcare System and other Federal agencies. The physician prepares input for DoD level presentations, legislative initiatives, Congressional investigations, and various auditing agencies. Such activities require combining medical expertise with knowledge of the healthcare related law, regulation and DOD/DHA/Service policy related to HRM to fully analyze issues and research, develop and recommend approaches to achieve patient safety program objective and meet external requirements. 3. The physician will have research, analysis and documentation duties to include, but not limited to developing protocols and methodologies to monitor the delivery of safe and high quality patient care under the HRM Program. The physician will conduct research, review and perform analysis on unforeseen, highly complex issues related to medical harm events and standard of care. In addition, the physician will advise on and participate in inter-professional project teams and workgroups for the development of recommendations for regulations, guidelines and procedures related to program operations that integrate patient safety and healthcare risk management with clinical operations. The physician shall represent the DHA/CSD at meeting, conferences and committees or panels within DoD, the VA Healthcare system, the Joint Commission and other governmental agencies, and a various public and private forums requiring technical expertise on issues related to the delivery of safe patient care.
