GENERAL SUMMARY:

VP /Chief Pharmacy Officer is an Executive Leader with the responsibility to direct SSM pharmacy practice and the strategic planning and implementation of system-wide pharmacy services across the continuum. Responsible for providing leadership for pharmacy services across the SSM Regions including acute care, ambulatory care, outpatient pharmacy operations, pharmacy home infusion services and post-acute activities in accordance with standards, regulations and laws established by applicable regulatory bodies. Assures a consistent, system-wide approach to pharmaceutical supply chain management and pharmacy services across all SSM patient care areas while working to improve patient value including quality outcomes, patient experience, and decreased cost.

Reports to: Chief Medical Officer

Supervises: Pharmacy personnel across SSM Health

Interrelationships: Interacts with system, regional and entity leadership, and employees

PRIMARY RESPONSIBILITIES AND DUTIES:

The Vice President, Pharmacy services must establish strong collaborative relationships with key leaders throughout the organization. The individual is expected to understand and assess the external healthcare and pharmacy environments and to develop short- and long-term plans to ensure that SSM Health is well-positioned for current and future success.

The Vice President, Pharmacy Services is expected to leverage the integrated healthcare delivery model and engage with physicians, other caregivers and SSM Health executives to further integrate pharmacy services into seamless care delivery processes across the care continuum to achieve and sustain improvements in patient outcomes. S/he will be responsible for developing long and short-term strategies to standardize pharmacy structures and practices.

The Vice President Pharmacy Services functions include but are not limited to the following:

  • Leads and directs a team of regionally based pharmacy executives to achieve consistently high levels of performance, meeting operational and key processes indicator goals.
  • Value/Quality
  • Develops and leads system-wide Pharmacy Clinical Program with clear delineation of value initiatives to increase patient value.
  • Works collaboratively with other Clinical Program leaders to ensure pharmacy integration into the appropriate clinical programs with collaborative development of care pathways, decrease of unexplained variation, and improved value.
  • Helps achieve quality outcomes including System KPIs by ensuring pharmacy leadership and participation in performance-improvement activities.
  • Promotes a high level of collaboration between pharmacy, physician, and nursing leadership to leverage pharmaceutical and medical expertise to improve health, promote quality care, assure appropriate use of medications, and prudent use of resources.
  • Leads and directs the research, identification, and implementation of evidence-based, cost-effective pharmaceutical utilization strategies.
  • Supports system-wide medication safety improvement initiatives through process improvement initiatives that reduce variation, as appropriate, and enable high-reliability practices.
  • Establishes a system whereby pharmacotherapy expertise is leveraged system-wide to assure the quality of care, including Specialty Clinical Pharmacy teams and services (e.g. Antimicrobial Stewardship, anti-coagulation management, pain management including opioid stewardship).
  • Medication Management:
  • Leads the system-wide design, management, measurement, and improvement of the medication management system across the continuum of care including acute, ambulatory, post-acute care, home health and population management.
  • Fully accountable for the implementation of medication management related short and long term strategic, financial and quality goals.
  • Directs and approves clinical and operational objectives for efficient use of medication management resources and achievement of improved patient care and financial outcomes.
  • Lead and directs system-wide deployment of any medication management related third party relationships to ensure medication management alignment and pharmacy practice model transformation.
  • Ensures alignment of medication management with electronic medical record platforms.
  • Strategic Planning
  • Responsible for assessing external operational pharmacy industry trends and developments that represent risk and opportunities for the organization.
  • Provides executive leadership and oversight for the planning, implementation, and maintenance of national pharmacy technologies and information systems; and consumer digital strategy as it relates to pharmacy services.
  • Assists in the development of forecasts for drug cost and utilization in future periods based on the best available information related to drugs in development, patent expirations, and other relevant marketplace factors.
  • Develops short- and long-term plans to respond to potential risks and to capitalize on opportunities.
  • Responsible for new business development for pharmacy operations, as appropriate.
  • Maintains an understanding of SSM Health's system strategies and knowledge of the marketplace and incorporates these concepts into the overall plan for pharmacy.
  • Maintains external relationships with industry partners and professional organizations, as applicable, focusing on strategic business issues, challenges and potential partnerships.
  • Ensures that pharmacy continues to develop across the continuum of care to ensure success in population health management and maximize an integrated delivery network.
  • Financial
  • Works collaboratively with the Supply Chain team in development and deployment of supplier contract, internal/external logistics, inventory and buyer management strategies to achieve specified medication management related goals.
  • Implements the most cost-effective organizational structure for delivering integrated enterprise pharmacy operations.
  • Manages the pharmaceutical supply chain, the pharmacy department's financial operations, and human resources.
    • Leads plans to support affiliate GPO alignment and directs initiatives to ensure compliance with determined pharmacy formulary and any contractual market share commitment.
  • Other
  • Research: investigates potential research opportunities and integrates these opportunities into a system-wide research structure, fulfilling the organization's research and educational missions.
  • Provides executive leadership and direction to assure a systematic approach to enterprise pharmacy talent management and succession planning.
  • Provides direction to pharmacy leaders and staff on operational, clinical, regulatory and policy issues.
  • Collaborates with Governmental Affairs representatives to influence public policy related to pharmacy services, pharmaceuticals, drug benefits, drug costs, and market competition.
  • Serves as a pharmacy liaison to system-wide committees and other ad-hoc groups to support medication management and to enable two-way communication on medication management integration opportunities and implementation initiatives.
  • Optimizes the use of information systems and technology.
  • Ensures pharmacy compliance with regulatory and accreditation requirements.


QUALIFICATIONS
  • PharmD degree required
  • MBA or MHA degree preferred
  • 10 Years acute care hospital pharmacy management experience and extensive knowledge of integrated health care delivery models with evidence-based medication management, cost reduction and patient care outcome improvement experience and accomplishments.
  • Current license as a registered pharmacist within the United States
  • Excellent leadership skills
  • Ability to foster teamwork and create enthusiasm within a team
  • Excellent organizational and communication skills
  • Proficient in the use of Excel, Word, and Power Point
  • Demonstrated track record in reducing pharmaceutical costs and medication management related care outcomes through collaboration with key stakeholder groups
  • Solid grasp of principles of evidence-based practice of medicine, clinical pharmacology, pharmaceutical therapeutic equivalence, therapeutic interchange, and demonstrated success in their application
  • Demonstrated quality improvement implementation skills in clinical processes
  • Effective project manager
  • Ability to flex and adapt to changing priorities
