Applicants will be reviewed every 2 weeks, and the announcement will remain open until the position is filled.

The DCOS's primary focus is on clinical operations, with emphasis on performance, quality, safety, and access. A strong background in data analysis, systems redesign, and quality performance will be required for success. S/he will serve as acting COS when the COS is not on site, and must have a strong commitment to ICARE values. The position is primarily administrative, however some degree of direct patient care in one's specialty may be required. The incumbent also serves as professional liaison to other VA facilities, VISN-23, VACO, academic affiliates, and community stakeholders. S/he will promote constructive problem resolution in an environment of competing priorities. The incumbent monitors and promotes compliance with VA regulations, standards of TJC (The Joint Commission) and other regulatory bodies, and upholds ethical professional standards both personally and among staff. As the Deputy Chief of Staff (DCOS), you will be responsible for the following:

· Coordinate and integrate programs into a comprehensive package of services to meet the needs of Veterans by participating in establishing policies, procedures, and guidelines to ensure continuous comprehensive services.
· Monitor SAIL and performance measure metrics and assists all clinical services in performance improvement activities with the goal being continuous improvement in the quality and safety of the clinical care provided.
· Responsible for oversight of consult management, timely clinical documentation, hospital flow, and other critical clinical practices that impact organizational efficiency and safety.
· Work closely with Quality Management to create an environment of safety, assuring compliance with VA and Joint Commission standards, contributing to fact findings and quality/safety investigations, and participating in risk management activities (peer review, disclosures, RCA's, etc.).
· Serve on, or leads, committees, panels and workgroups as assigned by COS; acts as COS designee.
· Maintain credentialing as a physician, and provides direct clinical care in his/her specialty as assigned by COS.

Qualifications
Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met.

Basic Requirements:
  • United States Citizenship:Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
  • Education:Degree of doctor of medicine or an equivalent degree resulting from a course of education in medicine or osteopathic medicine. The degree must have been obtained from one of the schools approved by the Department of Veterans Affairs for the year in which the course of study was completed.
  • Licensure:Current, full and unrestricted license to practice medicine or surgery in a State, Territory, or Commonwealth of the United States, or in the District of Columbia.
  • Residency:Completion of residency training, or its equivalent, approved by the Secretary of Veterans Affairs in an accredited core specialty training program leading to eligibility for board certification.
  • Board Certification:Physicians are generally not required to be board certified for employment in VA; however, three circumstances in VA require physician board certification:
    • (1) If the position being filled is required to be a supervisor for medical students or physician residents (including fellows), the LCME, ACGME or AOA standards requiring a particular board certification credential will apply.
    • (2) If the position being filled will have faculty status with an affiliated medical school (for example, in joint recruitments with affiliated medical schools), then a medical school requirement for board certification will apply to the jointly recruited position.
    • (3) If the position being filled is required to be board certified by virtue of specific VHA policy (for example, as director of a cardiac catheterization laboratory or Director of Clinical

Preferred Experience:Board Certification or Board Eligibility is preferred. In addition, graduation from the Veterans Health Administration's Health Care Leadership Development Program (HCLDP) is highly preferred.

Physical Requirements:The physician should be physically and mentally capable to perform the duties of the position. Physical activities include sitting, standing, walking, reaching above the shoulder, and repeated bending.
