The Southern VA Health Care System (SAVAHCS) is seeking a full time supervisory Associate Chief of Staff for Research (ACOS-R). SAVAHCS is a highly complex, tertiary care, state of the art, level 1A academic clinical, teaching and research hospital serving over 65,000 Veterans with a full range of patient care services. SAVAHCS has more than a 50-year history of successful collaboration with its main affiliate, the University of Arizona College of Medicine, in Tucson, Arizona. This position provides leadership to a growing Research Service at the SAVAHCS. Our research community includes clinical and basic scientists, including several VA career scientists, available research space, and full administrative support that includes a SAVAHCS based Institutional Research Board (IRB). We are an active site for several VA Cooperative Studies Projects, including placing over 12,000 veterans into the VA's Million Veterans Program. We are the main site for the VA's Brain Bank Biorepository. The Biorepository provides resources for scientists across the US and has a planned expansion to include Gulf War Veterans. The ACOS-R will continue collaborations with the Biomedical Research and Education Foundation of Southern Arizona (BREFSA), a long-standing VA non-profit corporation, to advance VA research and education. BREFSA supports many non-VA funded projects led by VA researchers with projects supported by the National Institutes of Health (NIH), Department of Defense (DOD) and Industry. This gives us access to a wide array of funding sources to advance our VA research missions. Our main affiliate, the University of Arizona, is a major biomedical research enterprise that supports and is invested in expanding its collaboration with SAVAHCS Research Service.

Additional responsibilities of the ACOS-R include:
* Management and oversight of the human, animal, health services, laboratory basic and translational research programs at SAVAHCS.
* Provide administrative and research leadership that promotes the careers of young investigators and fosters the career promotion and satisfaction of mid and senior level researchers as they advance VA research goals.
* Working with the Director, Chief of Staff and Section Chiefs to foster research programs throughout the facility.
* Serves as the primary official to advise the Chief of Staff, Director, and Research Compliance Officer on all matters of compliance and assurance regarding SAVAHCS Research Program human subjects' protections, animal welfare, research safety, and research misconduct.
* Develops and implements policies and procedures for all aspects of the Research Service including accreditation and regulatory requirements; budget and fiscal management; supply, service and equipment procurement; personnel and workforce utilization; contract negotiation; construction and renovation; and space utilization.
* Works with the Research Administrative staff to formulate and execute annual service budget including salaries, supplies, equipment and all other general operating expenses as applicable to the service.
* Oversee ongoing professional development of current faculty and staff, as well as identify new investigators and key technical staff with specialized skills and competencies needed to support the SAVAHCS mission.
* Direct involvement in short and long-term strategic planning

Basic Requirements:
* United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
* Degree of doctor of medicine or an equivalent degree resulting from a course of education in medicine or osteopathic medicine. The degree must have been obtained from one of the schools approved by the Department of Veterans Affairs for the year in which the course of study was completed.
* Current, full and unrestricted license to practice medicine or surgery in a State, Territory, or Commonwealth of the United States, or in the District of Columbia.
* Completion of residency training, or its equivalent, approved by the Secretary of Veterans Affairs in an accredited core specialty training program leading to eligibility for board certification.
* Proficiency in spoken and written English.

Preferred Experience:The successful candidate must exhibit a track record of peer-reviewed publications, evidence of intra- and extra-mural research program funding, at least 5 years' experience in research administration that includes overseeing a research program, administering a successful research program, submitting research grants and obtaining funding, being a member of a research committee (at least 3 years' experience); and familiarity with VHA Office of Research and Development (ORD) Handbooks concerning ORD research programs; requirements of Public Health Service (PHS) Federal Wide Assurance, Office of Laboratory and Animal Welfare, Research Safety and Animal Welfare concerning animal and human research. The successful candidate must demonstrate evidence of increased graded responsibilities over time that clearly shows the ability of the candidate to successfully manage a large, complicated program that is highly regulated. The candidate must demonstrate a knowledge of personnel management, mentoring, and guidance of highly technical investigators and laboratory staff. The candidate must be familiar with research laboratory function to include equipment use, safety and maintenance. The candidate must demonstrate familiarity with various contracts such as service contracts, Memorandum of Understanding (MOU), licenses, and leases. At least 5 years' experience as a VHA-employed physician and sub-specialty fellowship training with fellowship research experience is highly desired.
