Executive Medical Director Primary Care

Position Summary :

Under the direction of the Centra CEO and the Chief Physician Executive, the Executive Medical Director is the lead clinician who 1. Oversees the direction of the Primary Care Service Line and 2. Serves as the Medical Director of the Centra Health ACO, the Centra Alliance.  https://www.centraalliance.com/  

1. Directorship includes ambulatory care throughout the Centra Medical Group primary care service area of Lynchburg, Farmville, Bedford, Amherst, Gretna, and Danville, covering approximately 8,000 square miles of Central Virginia.  https://www.centrahealth.com/facilities/centra-medical-group  The Primary Care Directorship includes supervising 4 Medical Directors of 6 Medical Centers listed above with regard to clinical and regional medical leadership. The role will lead the Primary Care Council and interact with the President of the Piedmont Community Health Plan (the health plan sponsored by Centra Health System). https://pchp.net/ This position also has oversight for provider management through support of the Medical Director for Occupational Health, Healthworks, http://www.hw4me.com/ as well as the Medical Director of Endocrinology and Urgent Care.   This position provides leadership, vision, and direction to medical service lines, as well as serves as a clinician to provide direct patient care services. The Executive Medical Director shares in the administrative functions that directly impact medical services, and collaborates with the operations management team in overall strategic planning and finance. 

2. The Medical Director will oversee the Centra Alliance performance management, including the development and implementation of strategies for medical expense management, quality performance, risk adjustment, and integration into 8 service lines (including Primary Care).  The Medical Director will partner with clinical and administrative leaders within the Centra Alliance's Population Health leadership team to define overall strategy and clinical programming.  The Medical Director will be the primary leader accountable for the execution and implementation of the performance management strategy at primary care practice sites.  The Centra Alliance is in its first year of Track 1.

We endeavor to change the course of our patient's lives by systematically changing how we deliver care through partnership with executive, clinical, administrative, and financial leadership throughout our communities.  The Executive Medical Director will drive policy development and implementation to address issues like low-acuity emergency department utilization, quality improvement projects that involve social and behavioral determinants of health, and system-level substance use strategy and treatment pathways. 

The position is 80% administrative, with 20% allocated to providing primary care, or practicing a subspecialty of primary care; defined as an Executive Medical Directorship.

Essential Duties :
  • Participates as a key member of the ACO and service line / CMG leadership team to develop and maintain a strategic plan for the controlled growth, expansion, and/or development of programs and sites; solves existing and anticipated organization problems; and formulates and/or revises policies that will enhance the achievement of goals. 
  • Drives goals of improved outcomes and coordinated care while delivering high quality care at a lower cost.
  • Strong focus on partnership with affiliated health centers, hospitals, and other clinical sites.  Significant on-site presence at these locations will be necessary.
  • Collaborate in the expansion of the Clinical Value Proposition for the Enterprise by decreasing care and cost variation.
  • Integrates clinical and non-clinical aspects of CMG and ACO operations and services through Dyad partnerships. Helps develop new systems of care for value and outcome based primary care delivery.  Works with Network Programs Leadership Team to design, develop and implement alternative payment programs
  • Leads clinical quality component of work for accountable programs.  Serves as clinical liaison to physician and hospital partners in accountable care programs including PCHP, Patient-Centered Medical Homes, Accountable Specialty Care Programs, Bundled Payments, and Pay-for-Performance Programs.
  • Provides clinical guidance and support to Network Contracting team.  Serves as internal liaison from Network Programs to Care and Utilization Management teams.
  • Supervises Medical Doctors and Advanced Practice Providers; sets the direction for areas of responsibility to align with overall ACO and service line goals and practice goals; directs all providers in the practice of quality care according to standards and benchmarks set by the organization, licensing boards, and other governing bodies.  Manages administrative responsibilities such as clinical budget/finance management, and personnel management for provider staff. 
  • Uses solutions-oriented approach and collaborates with HR and other stakeholders to solve personnel issues, including performance failures and violation of standards of care or policy.  Performs due diligence in matters related to clinical practice in full compliance of the medical licensing board and other regulatory agencies.
  • Establishes and maintains systems of accountability for all providers in the Primary Care Service Line and other services noted above including Healthworks, Endocrinology, Urgent Care to include productivity benchmarks, performance measures and controls for clinical quality assurance, patient satisfaction, and provider engagement.   Provides clinical guidance and support to projects within Medical Cost Management, and documents protocols.  Performs hands-on training of new and developing providers and practices based on changes in regulatory or best practices.
  • Partners with Leadership and Provider Services to recruit qualified providers, including interviewing and recommendation for hire.  Assists with the new-hire orientation process as appropriate to ensure consistency in training among clinical providers.
  • Ensures medical services and operations are in compliance with all applicable regulatory and licensing agencies.  Assesses all matters of clinical compliance and provides recommendations for and implements corrective action and quality improvement.
  • Represents Primary Care and the ACO to consultative and advisory bodies, to collaborating entities/agencies, and at specific institutions, as required.
  • Works closely with the Centra CEO and the Chief Physician Executive to provide direction regarding all clinical issues related to value based and population heath primary care. These include but are not limited to innovation related to collaborating with specialists and integrating primary care with behavioral health and other specialties.   • Serves as a clinically active physician to provide patient services in clinical area of expertise.
  • Other duties as assigned.

  • Required Qualifications :
    • Completion of medical degree and residency training in a primary care or related specialty from an American Medical Association (AMA)-approved program or other schools with credentials approved by the Medical Staff and Board of Centra.
    • MD/DO with certification by an American Board of Medical Specialties (ABMS) board in physician's primary specialty. 
    • At least 2- 5 years of experience in a progressively responsible administrator or leadership-related positions within healthcare. In-depth knowledge of health benefits industry, products, trends, consumer market, competitive intelligence, and legislative climate with successive leadership through clinical and ACO administrative roles. Deep understanding of the economic issues facing health care and the challenges facing a changing delivery system.
    • Strong interpersonal and communications skills with an ability to constructively engage with a diverse set of internal and external stakeholders
    • Working knowledge of physician and/or hospital-based contracting, P4P programs and care management models (ACOs, medical homes).
    • Ability to execute within a matrix management structure.
    • Ability to quickly and effectively execute plans and inspires motivation of others while encouraging appropriate risk taking and creative thinking.
    • Recognizes complexity of managing the needs of multiple customers (plan sponsors, members, providers, brokers and consultants) and proactively identifies those needs.

    Desired Qualifications :

    • Two to Three Years' experience with governance and management in an established medical group or service line.
    • Two to Three Years' experience with an integrated electronic medical record and its benefits for primary care and population health.
    • Two to Three years' experience with a patient centered medical home or similar care delivery model.
    • Advanced degree as a masters of medical management, business administration or other similar degree preferred.

    Compensation & Benefits :
    • Compensation range: $350k - $452k
    • Sign on bonus: $25k amortized over 3 years
