The Loma Linda VA Medical Center is seeking an experienced leader to serve as Section Chief of Women's Health, Primary Care. The Section Chief will report directly to the Associate Chief of Staff /Ambulatory Care Service Chief.

PCS program/Relocation reimbursement program has been approved for a selected candidate living outside the local area.
in addition to PCS, Recruitment/Relocation Incentive may be authorized to a highly-qualified candidate.

The Section Chief for Women's Health-Primary Care(WH-PC) will provide leadership, direction, and day-to-day supervision of his/her assigned clinical staff, in addition to overall management of the Women's Health program for the Loma Linda HCS. The Section Chief, in conjunction with the ACOS Ambulatory Care, will be responsible for planning, organizing, developing, implementing, controlling, and refining a comprehensive patient management, clinical support, and administrative program, which provides services and technical counsel necessary to meet clinical, procedural, and administrative requirements, relating to the care and treatment of outpatients to achieve maximum utilization of patient care resources in a cost-effective, efficient, and timely manner. Broad clinical and administrative expertise is required to meet the needs of the patient population, in order to effectively integrate WH-PC functions into the care delivery model within the Loma Linda HCS, in addition to coordination of Veteran care with other VA and non-VA entities within and outside VISN 22.
The administrative duties of this supervisory role will include the following:

  • preparation of annual proficiency reports;
  • OPPE/FPPE completion and review, per policy;
  • preparation/submission of P4P documents, per policy;
  • utilization of PACT/EPRP/SAIL/SHEP metrics within the Section for continuous process improvement;
  • leave and time card management and administration, per policy;
  • clinic profile/DSS Mapping management, per policy;
  • collaboration with the patient advocates to address and resolve inquiries/complaints;
  • preparation of controlled correspondence for Congressional/VISN/VACO inquiries;
  • recruitment/retention of Women's Health-Primary Care providers;
  • collaboration with HR to address and resolve concerns within the Section;
  • collaboration with HAS/Nursing leadership in Women's Health-Primary Care to effect clinical operations;
  • oversight of PACT implementation within the Section, in collaboration with HAS/Nursing leadership;
  • responsible for continuous improvement projects within Women's Health Primary Care;
  • responsible for Women's Health Primary Care staff engagement and development;
  • responsible for academic program management of medical residents & students, functioning within his/her assigned scope of Primary Care at the Loma Linda ACC; and other duties as assigned.

In addition, the WH-PC Section Chief will also deliver high-quality Women's Health-Primary Care services, utilizing PACT principles, to a panel of patients. The Women's-Health Primary Care duties include, but are not limited by,

  • the evaluation and treatment of various acute and chronic health conditions, illnesses, and injuries;
  • the performance of physical examinations;
  • the initiation of consultations/referrals to specialty services, as indicated;
  • the ordering of diagnostic studies, such as laboratory tests, x-rays, electrocardiograms, etc., in the evaluation and management of acute and chronic conditions;
  • the performance of health promotion and disease prevention;
  • offering education and counseling to patients and families, regarding the patient's health condition and the recommended diagnostic and therapeutic treatment options, to include medications;
  • the performance of preventive counseling;
  • effective and timely care coordination;
  • completion of medical documentation in accordance with bylaws and rules and regulations of the Medical Staff
  • the collaboration with a multidisciplinary team, including nursing, pharmacy, nutrition, and other health professionals to discuss/determine the best treatment plan for patients.

Work Schedule: Includes an 8-hour shift within the hours of 8:00 am to 4:30 pm, Monday-Friday.\

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/02/2019.
Basic Requirements:

  • United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
  • Degree of doctor of medicine or an equivalent degree resulting from a course of education in medicine or osteopathic medicine. The degree must have been obtained from one of the schools approved by the Department of Veterans Affairs for the year in which the course of study was completed.
  • Current, full and unrestricted license to practice medicine or surgery in a State, Territory, or Commonwealth of the United States, or in the District of Columbia.
  • Completion of residency training, or its equivalent, approved by the Secretary of Veterans Affairs in an accredited core specialty training program leading to eligibility for board certification.
  • Proficiency in spoken and written English.
