The NYC Department of Health and Mental Hygiene seeks a dynamic leader to serve as the Assistant Commissioner for the Bureau of Alcohol and Drug Use Prevention, Care and Treatment (BADUPCT). Using public health and health equity strategies, the Bureau’s charge is to reduce morbidity and mortality related to alcohol and substance use among New Yorkers. BADUPCT develops, implements and evaluates innovative prevention and intervention programs and policies through: contracting of treatment, harm reduction, recovery and support services; policy analysis and development; epidemiology and surveillance; dissemination of treatment and management guidelines; harm reduction initiatives; public and provider outreach and education and; community involvement and interagency collaboration.

The Assistant Commissioner will be responsible for strategic development, implementation and oversight of a comprehensive public health and health equity approach to alcohol and other drugs in New York City, including innovative surveillance and data use, health system transformation, expanded harm reduction approaches, and policy and advocacy to achieve equitable outcomes for New Yorkers. 

Responsibilities include:
- Provide oversight of activities and offices in the areas of research and surveillance; recovery and harm reduction; overdose education and response; prevention, operations, and care innovation and quality improvement; primary care integration; policy and communications; community and stakeholder engagement; and nonfatal overdose response in emergency departments.
- Supervise a staff of over 110 and a budget of more than $100 million dollars in contracted and direct services.
- Actively participate in Division of Mental Hygiene leadership team; partner and collaborate with other Mental Hygiene bureaus and offices.
- Partner with community leaders and stakeholders.
- Represent the Bureau/Division/Department to mayoral offices, government and non-government partners.
- Collaborate with other city agencies to address emerging needs such as improper syringe disposal.
- Critically evaluate new scientific information and incorporate cutting edge approaches into bureau’s work.
- Drive racial equity and social justice in all the Bureau’s work.  

Preferred Skills:
- At least 5 years of progressively responsible professional experience as an executive or high-level manager in one or combination of the following: oversight of a large program, clinical service, public health service in the field of medicine, nursing, psychology, social work, or closely related field.
- Significant expertise in the delivery of evidence-based approaches to reducing the health impact of alcohol and other drug use
- Behavioral or biomedical clinical experience in the care of people who use drugs
- Demonstrated commitment to and experience with harm reduction approaches
- Demonstrated success as a strategic leader capable of designing and implementing change in complex health and other systems
- Experience creating and implementing new policy or programs with measurable outcomes 
- Creative problem-solver who enjoys a fast-paced environment and able to coordinate and move projects to completion
- Superior decision-making skills, including demonstrable critical thinking and judgement
- Ability to identify policy opportunities and advocate for solution-oriented strategies to make policy change
- Outstanding written and oral communication skills
- Exceptional interpersonal and team-building skills
- Experience in program planning and monitoring, including budgeting and staffing
- Experience with scientific writing, publishing, and review 
- Detail-oriented with outstanding organizational skills.

Minimum Qualification Requirements:
1. Possession of a valid license to practice medicine in the State of New York plus valid Board Certification issued by the appropriate American Specialty Board in an approved medical specialty; and four years of medical practice including one year of experience in an administrative or supervisory capacity; or
2. A combination of education and/or experience equivalent to that listed in "1" above. However, all candidates must have a valid license to practice medicine in the State of New York, and one year of medical practice in an administrative or supervisory capacity.
