The Tobacco Control Act gives FDA Center for Tobacco Products the authority to regulate the manufacturing, marketing, and distribution of tobacco products. CTP staff work tirelessly to protect public health by making tobacco-related death and disease part of America’s past, not America’s future, through regulation and by bringing a number of experts to the table. About the position of Senior Science Advisor:

The Senior Science Advisor is a recognized authority in public health and tobacco prevention and control and applies medical and scientific expertise in the drafting and clearance of policy-related materials. S/he advises Center leadership on scientific and policy issues, and reviews Center-wide documents for scientific accuracy, as well as public health and policy implications. Additionally, s/he reviews documents submitted for regulatory action and provides expert input to Center Director on materials used by senior leadership. S/he also represents the Center at meetings and conferences related to tobacco regulation. For this position, a medical background is highly desirable.

Responsibilities Include:

  • Provides expert professional advice and assistance to Office Directors and staff on a wide range of scientific, policy, and regulatory issues.
  • Reviews Center-wide documents for scientific accuracy as well as public health and policy implications.
  • Maintains strong, constructive, collegial relationship with scientists at other Federal agencies involved in tobacco prevention and control efforts.
  • Reviews and clears scientific documents from other agencies and organizations
  • Contributes to Center efforts to manage cross-cutting, challenging, or difficult issues by analyzing available information and applying accepted scientific methods and frameworks.
  • Participates in, and contributes to, top level Center, Agency, and Department discussions, meetings, and conferences related to tobacco regulation with internal and external stakeholders.  This may include giving formal presentations at meetings and conferences.
  • Monitors and advises the Center Director on sensitive, controversial, and critical problems and precedent-setting issues.
  • Applies extensive knowledge of tobacco prevention and control, the Tobacco Control Act, and Center programs and initiatives to make recommendations on strategic initiatives.
  • Provides authoritative advice, guidance, assistance, interpretations and recommendations in developing new policies and strategic direction as well as solving problems and controversial issues.
  • Demonstrates scientific background through publications in refereed journals and presentations at major professional meetings.
  • In consultation with Center scientists, interprets scientific data in support of regulatory policy to meet CTP public health objectives
  • Demonstrated skill in identifying problems, gathering information, drawing conclusions, and recommending solutions.
  • Ability to identify data gaps in support of Center-wide policies and priorities and ability to identify potential data sources to fill those gaps.
  • Ability to advise and inform others outside of FDA on Agency rules, regulations, and procedures and provide advice to Senior Leadership at CTP and to diverse staff in the various Offices.
  • Ability to multi-task; work under short time frames and deadlines while maintaining scientific rigor; and conduct careful and thoughtful reviews even under extreme time pressures.
